Russian airstrikes in Syria have hit three medical facilities in two days, constituting a war crime, humanitarian nonprofit group Physicians for Human Rights said on Tuesday.

The New York–based group said Russian airstrikes, which began in Syria last week, are “exacerbating an already dire situation” for civilians living in areas where health care facilities have been targeted by the government forces of Syrian President Bashar al-Assad for the past several years. Russia’s defense ministry maintains the airstrikes are supporting the Syrian government by targeting the militant group ISIS, yet all three medical facilities struck by Russian planes are located more than 30 miles away from the nearest ISIS-controlled territory, said Physicians for Human Rights.
“Bashar al-Assad’s forces have been relentlessly attacking Syria’s health care system for the past four years and the Russian government is now following in their footsteps,” said Widney Brown, the group’s director of programs, in a statement on Tuesday.

“These attacks are inexcusable. Claiming that the fight is against terrorists does not give any government the right to tear up the laws of war, which specifically protect health workers and facilities,” said Brown. “With these actions, Russia is damaging hospitals, putting patients and medical staff at risk, and depriving civilians of life-saving access to health care.”

The group said Russian airstrikes hit and damaged a field hospital in Latamneh, northern Hama governorate, on October 2, injuring staff. The hospital was previously the target of barrel bombs dropped by the Syrian government. Physicians for Human Rights said an ambulance depot and emergency response center in Benin, Idlib province, were also struck on October 2. On October 3, an airstrike hit Al Burnas hospital in Latakia, near the Turkish border, which is the only facility in the region with an obstetrics-gynecology unit, the group said. It was evacuated and can now provide only limited emergency services.

Physicians for Human Rights said Syrian medical facilities suffered “an unprecedented number of attacks” in August. Between March 2011 and August 2015, the group has documented 307 attacks on 225 medical facilities and the deaths of 670 medical personnel. Government forces are responsible for 90 percent of the attacks, according to Physicians for Human Rights.

While Russia has not acknowledged that their airstrikes have hit medical facilities, it has said its airstrikes have occurred in each of the three locations, Physicians for Human Rights said. Western leaders have expressed concern that Russian airstrikes are not strictly targeting ISIS locations, but are instead striking opposition groups.

A group of people said to be planning an attack on Moscow have been taken into custody, anti-terrorism forces said, and 4kg of explosives seized


Russian police have arrested a group of people they said were planning a terror attack on Moscow, the country’s anti-terrorism committee said.

“After a series of investigations by the security services, a group of individuals was arrested in the west of Moscow suspected of planning a terrorist attack on the capital,” the committee was quoted by local media as saying on Sunday.

Investigators found about 4kg (9lbs) of homemade explosives in the suspects’ apartment, the official TASS news agency reported.

More than 120 people were evacuated from the building and the explosives were defused.

Authorities did not give any details about the number of people arrested or their motives.

The arrests follow comments by the US defence secretary Ashton Carter that Russia could pay the price for its bombing raids on Syria.

Syria airstrikes: Russia and US make 'progress' in talks over safe flight zones

Defense officials from the US and Russia held a 90-minute video conference call on Saturday, the Pentagon said, to discuss safe flight operations over Syria.

“The discussions were professional and focused narrowly on the implementation of specific safety procedures,” the Department of Defense said in a statement.

“Progress was made during the talks, and the US agreed to another discussion with Russia in the near future.”

The US has been carrying out airstrikes against Islamic State militants in Syria since September 2014, and in Iraq since August that year. This week it was reported that the Pentagon was abandoning a $500m effort to arm and train Syrian rebel groups.

Russia began airstrikes in Syria in late September, not all of them targeted against Isis fighters. Vladimir Putin’s government supports the regime of Syrian president Bashar al-Assad, which has been engaged in a civil war since 2011, and has hit other rebel groups.

Last weekend Senator John McCain, the chair of the armed forces committee, claimed the US was engaged in a “proxy war” with Russia in Syria. McCain said Putin was “now dictating the pace of events in Syria, which is of course an abdication of American leadership”.

On Saturday the Russian military reported 64 strikes against Isis targets in 24 hours. The coalition led by the US said it had targeted Isis in Syria with five airstrikes on Friday, and also hit the militant group 20 times in Iraq, according to a statement released on Saturday.

The Combined Joint Task Force said the Syria strikes hit tactical units near Al Hasakah, Ar Raqqah, Manbij, and Mar’a and also destroyed tactical vehicles and a building belonging to Islamic State.

Near Palmyra, a strike destroyed and damaged Isis front-end loaders, tractor-like equipment which are used in construction, it said.

Four attacks concentrated near Ramadi in Iraq struck two Isis tactical units and also destroyed a preparation area, a front-end loader, a heavy machine gun and six fighting positions. The strikes also “denied [Isis] access to terrain,” the statement said.

The area near Sultan Abdallah also had heavy bombardment, with three strikes destroying a vehicle-bomb factory and storage facility.

Putin: Russia has no intention of mounting Syria ground operation, wants to see political compromise

 Using ground troops in Syria is out of the question, the Russian president said in an interview with Rossiya 1 TV. Russia’s air operation has been thoroughly prepared and is aimed merely at aiding the Syrian Army’s offensive, he said.

“Whatever happens, we’re not going to do this [ground operation] and our Syrian friends are well aware of it,” President Vladimir Putin said in an interview with Russian TV anchor Vladimir Solovyov.

The primary task of the Russian operation in Syria is “stabilizing the legitimate authority in this country and creating conditions to look for political compromise,” President Putin said.

The Russian leader specifically stressed that Moscow had notified the Western coalition when it began the operation in Syria.

“We advised beforehand our American partners and many other partners, particularly those in the [Syrian] region, about our intentions and our plans,” Putin said, specifically stressing that “never ever Russia was warned about similar operations being planned or launched.”

“Yet we did so. With good will, on considerations of practicability and to show our openness for cooperative work,” Putin said.

“I want to stress once again that we are acting in full compliance with international law, and at the request of the official authorities of Syria,” he added.

Moscow does not lose hope that other countries will join the Russian operation in Syria, Putin said, pointing out that at the moment Russia began its operation against Islamic State there were 11 countries already staging airstrikes on Syrian territory.

The Russian operation in Syria was not spontaneous and was preceded by detailed satellite and airborne surveillance, Putin said, noting that experts from the Russian Joint Staff in coordination with their Syrian partners and other countries in the region had created an information center in Baghdad to exchange reconnaissance data.

“Therefore, whatever happens in the air and on the ground is not a spontaneous action, but the realization of prescheduled plans,” President Putin said.

The chances to reach a domestic political compromise in Syria will be higher if the Syrian Army proves its combativity, he said.

“If the Syrian Army proves its viability and readiness to fight terrorism, than the probability of reaching a political compromise will be much higher,” Putin said, confirming that a Russian military operation in Syria would is be limited to the offensive operation of the Syrian Army.

Commenting on the cruise missile strike conducted by the Russian Navy from the Caspian Sea against Islamic State positions in Syria being a surprise for US intelligence, Vladimir Putin said it’ wasn’t the time to throw brickbats at the American intelligence community.

“American intelligence is one of the most powerful in the world, yet it does not know everything – and should not for that matter,” Putin said. The Russian president also said he’s perplexed as to why the US refused to share with Russia intelligence on the whereabouts of Islamic State’s installations.

Russian military experts have already appealed to the Pentagon with proposals regarding the fight against terrorists in Syria, President Putin said.

"Some of Russia’s missile strike systems are outdated so extensive rearmament with high-tech precision weapons is on its way,” Vladimir Putin said, stressing that, if threatened, Russia would make use of its most sophisticated weapons to maintain national security.

However, he also added that “Russian foreign policy is truly peaceful, without any exaggeration.”

“If you take a look at the political world map and see what Russia is, it becomes evident that we don’t need neither foreign territories, nor natural resources. We’ve got everything in abundance. We’re a self-sufficient country,” President Putin told the TV anchor, adding that Russia seeks neither to wage war nor conflict in any country.

Russia has no intention of creating an empire or reconstructing of the Soviet Union, yet “we must defend our independence and sovereignty,” Putin stressed. “We’ve done it before, we are going to do it in future.”

Od 30. septembra ruske vazduhoplovne snage izvode udare na mete IS u Siriji, koja je u Rusiji zabranjena kao teroristička organizacija, navela je ruska agencija.

Ruske snage se sastoje od više od 50 aviona i drugih letelica, a Rusija ne planira da učestvuje u kopnenim operacijama.
