_AIR FORCE



            Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $17,607,524 firm-fixed- price and cost-plus-fixed-fee contract modification. This modification will increase the current undefinitized contract action for
Lot 6, performance-based agile logistics support activities.  Specifically, this modification authorizes Lockheed Martin Aero to begin 3010 BP19 funded depot partnering activities.  At this time, $13,205,643 has been obligated.
This work will be complete December 2006.  Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-05-C-2850/P00019).



            Boeing Aerospace Operations Inc., Oklahoma City, Okla., is being awarded a $9,562,952 firm fixed price contract.  This action provides for courseware development and aircrew training services for the F-15/F-16/F-22A
fighter aircraft at various locations within CONUS Air Force Base.  At this time, $361,496 has been obligated.  This work will be complete September 2007. ACC Contracting Squadron, Langley Air Force Base, Va., is the contracting
activity (FA4890-06-C-0004).



_NAVY



            Kollmorgen Corp., Electro-Optical Division, Northampton, Mass., was awarded on June 9, 2006, a $17,210,195 fixed-price incentive and firm-fixed price modification under previously awarded contract (N00024-05-C-6241) to exercise an option for production of seven integrated submarine imaging systems (ISIS), including associated on-board repair parts and installation-checkout spares for the SSN 688 class submarine; and one ISIS SSGN class production system, including associated on-board repair parts and installation and check-out spares.  The integrated submarine imaging system will provide mission critical, all weather, visual and electronic search, digital image management, indication, warning, and platform architecture interface capabilities for SSN 688, SSN 21, and SSGN class submarines.  Work will be performed in Northampton, Mass. (70 percent); Waterford Conn. (15 percent); Manassas, Va. (12 percent); and Brattaboro, Vt. (3 percent), and is expected to be completed by December 2008.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.



            Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $17,186,000 cost-plus-incentive-fee contract for the procurement of long lead material required for the FY07 follow-on production of the TRIDENT
II (D5) Missile System.  Work will be performed in Sunnyvale, Calif., and is expected to be completed in September 2010.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively
procured.  Strategic Systems Project, Arlington, Va., is the contract with activity (N00030-06-C-0100).



            Northrop Grumman Marine Systems, Sunnyvale, Calif. is being awarded a $13,730,470 cost-plus-fixed-fee contract for the procurement of TRIDENT II (D5) equipment for the second shipyard outfitting to support the
engineering refueling overhaul efforts at Norfolk Naval Shipyard.  Work will be performance in Sunnyvale, Calif., and is expected to be completed by January 2008.  Contract funds will not expire at the end of the current fiscal
year.  This contract was not competitively procured.   Strategic Systems Project, Arlington, Va., is the contract with activity (N00030-06-C-0015).



            Gulf Power Co., Pensacola, Fla., is being awarded $5,839,023 for Modification P00006 under an existing utility service contract (N62647-90-F-1804) for electrical distribution hardening as a result of an architecture/engineer study to make the system less vulnerable under hurricane conditions; thereby, minimizing significant damage.  Work will be performed at Naval Air Station Pensacola, Pensacola, Fla., and is expected to be completed
by June 2008.  Contract funds will not expire at the end of the current fiscal year_.   The basic contract was a sole source award to Gulf Power utilizing an existing General Services Administration area-wide electrical commodity
contract dated Dec. 12, 1990.  The Naval Facilities Engineering Command Southeast, Jacksonville, Fla., is the contracting activity.



            M/A-Com, Lynchburg Va., is being awarded a $5,698,656 indefinite-delivery/indefinite-quantity, firm-fixed price contract for project 25 radios to support the nationwide enterprise land mobile radio infrastructure that must be compatible (hardware and software) with existing M/A-Com equipment in support of Commander of Naval Installations Command. This contract includes four one-year options which, if exercised, would bring the cumulative value of this contract to $29,936,902.  Work will be performed in Lynchburg Va., and is expected to be completed June 2007 (June 2011 with options).  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with one offer received via the SPAWAR E-commerce web site.  The Space and Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-06-D-5190).



_ARMY



            Aurora Flight Sciences Corp.*, Manassas, Va., was awarded on June 8, 2006, a $5,700,000 increment as part of a $38,323,151 cost-plus-fixed-fee contract for the continued development and demonstration of the Organic Air
Vehicle-II toward the Army future combat systems Class II Unmanned Aerial Vehicle need.  Work will be performed in Manassas, Va., and is expected to be completed by Feb. 19, 2009.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 15, 2004.  The Defense Advanced Research Projects Agency, Arlington, Va., is the contracting activity (HR0011-05-C-0035).

            W.G. Yates & Sons Construction Co., Oxford, Miss., was awarded on June 8, 2006, a $25,300,000 firm-fixed-price contract for design and construction of an aviation brigade barracks.  Work will be performed at Fort
Campbell, Ky., and is expected to be completed by April 20, 2009.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on Dec. 8, 2005, and ten bids were received.  The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (W912QR-06-C-0031).



            TEPA EC L.L.C.*, Colorado Springs, Colo., was awarded on June 9, 2006, an $8,421,037 firm-fixed-price contract for the relocation of the Specker-Titus Intersection, reconstruction of Brown's Road, and relocation of
associated underground utilities in support of the base realignment and closure movement of the heavy brigade combat team.  Work will be performed at Fort Carson, Colo., and is expected to be completed by Aug. 31, 2006.
Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on May 24, 2006.  The U.S. Army Contracting Agency, Fort Carson, Colo., is the contracting activity (W911RZ-06-C-0009).



_AIR FORCE



            ITT Industries Inc., System Division, Cape Canaveral, Fla., is being awarded a $8,982,433 cost-plus-award fee, cost reimbursable, and firm-fixed-price contract modification.  This action provides for radar open system architecture technology and electrometric incorporated transmitter (ETM) and integrate it with the TPQ-18 antenna at the Vandenberg Air Force Base radar site.  It also modifies the facility to allow the ETM transmitter
installations and upgrades the antenna with new rotary joints.  This project will enhance the Launch and Test Range System (LTRS) by improving reliability, maintainability, availability, and LTRS standardization, reducing life cycle costs; and increasing radar capability for the 30th Space Wing.  At this time, total funds have been obligated.  Negotiations were completed in June 2006. This work will be complete October 2009.  Space and Missile Systems Center Logistics Group, Peterson Air Force Base, Colo., is the contracting activity
(F04701-01-C-0001/P00324).



_DEFENSE ADVANCED RESEARCH PROJECTS AGENCY



            Hardwire LLC, Pocomoke City, Md., is being awarded a $4,533,390 increment of a $14,856,346 other transaction for prototypes agreement to develop improved vehicle protection that is lighter weight than existing armor systems.  Work will be performed in Pocomoke City, Md., and will be completed in December 2007.  Funds will not expire at the end of this fiscal year. DARPA published a solicitation in Federal Business Opportunities on February 8, 2006, and over 100 proposals have been received.  The Defense Advanced Research Projects Agency is the contracting activity (HR0011-06-9-0008).

_NAVY



            Planning Systems, Inc.*, Reston, Va., is being awarded a $10,000,000 not-to-exceed, indefinite-delivery/indefinite-quantity contract for a Phase III Small Business Innovative Research (SBIR) Program contract for Topic N04-022 entitled "Airborne and Air-Deployed Multi-Sensor Search Optimization."  The contract provides for services and materials for engineering tasks, to include exploratory study of application, further research and development, analysis for system integration, customizing prototype to specific platform needs, test and evaluation, production, support and training, as necessary.  Work will be performed in Reston, Va., and is expected to be completed in June 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured using SBIR Program Solicitation under Topic N04-022 and 17 offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-06-D-0001).



            Rix Industries, Benicia, Calif., is being awarded a $5,581,275 fixed-price, indefinite-delivery/indefinite-quantity contract for Single Screw Technology Air Rotary (STAR), 200 Low Pressure Air Compressor (LPAC) equipped
with a Programmable Logic Controller (PLC).  The STAR 200 LPAC with a PLC will be used to replace the existing defective units aboard LSD-41 Class ships and will provide increased performance over the existing units.  Work will be performed in Sparks, Nev. (80 percent) and Benicia, Calif. (20 percent), and is expected to be completed by September 2011.  Funds in the amount of $178,748 will expire at the end of the current fiscal year.  This contract was competitively procured and advertised through the Federal Business Opportunities website, with three offers received.  The Naval Surface Warfare Center, Carderock Division, Philadelphia, Pa., is the contracting activity

            Alpha Marine Services, LLC, Galliano, La., is being awarded a $5,063,652 firm-fixed-price time charter contract for harbor tug services in the ports of Kings Bay, Ga., and Mayport, Fla.  Services are for a time charter of six harbor tug vessels to assist naval ship and submarine vessels docking and undocking in the ports and surrounding waters.   This contract includes three one-year options which, if exercised, would bring the total cumulative value of the contract to $22,766,244.  Work will be performed in Kings Bay, Ga. (50 percent), and Mayport, Fla. (50 percent), and is expected to be completed by September 2007 (September 2010 with options).  Contract funds will not expire at the end of this fiscal year.  Contract funds will be obligated at the time of performance commencement at the beginning of the next fiscal year, Oct. 1, 2006.  This contract was competitively procured with over 100 proposals solicited via Military Sealift Command's E-commerce Web site, Navy Electronic Commerce Online and the Federal Business Opportunities web pages.  The Military Sealift Command, Washington, D.C., is the contracting activity (N00033-06-C-1006).



_DEFENSE LOGISTICS AGENCY



            MedImmune Vaccines, Inc., Gaithersburg, Md., is being awarded a maximum $21,375,000 firm-fixed-price contract for influenza virus vaccine nasal spray.  Using services are Army, Navy, Air Force, and Marine Force.
This is a base year indefinite quantity contract.  There were 4 proposals solicited and 1 responded.  Contract funds will not expire at the end of the current fiscal year.  The date of performance completion is December 31, 2006.

            Doss Aviation, Inc., Colorado Springs, Colo., is being awarded a minimum $10,952,668 firm-fixed-price contract for alongside aircraft refueling service and distribution of ground products for Navy.  Other location of

           Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded a $440,000,000 indefinite delivery/indefinite quantity contract to provide for Joint Air-to-Surface Standoff Missile, an indefinite
delivery/indefinite quantity life-cycle support including program upgrades, production sustainment, integration, testing and studies.  Specific examples include but are not limited to: F-15 integration, foreign Military Sales, and
product upgrade verification.  The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although the actual requirements may be less than the amount indicated above.  The location of performance is Lockheed Martin Missiles and Fir Control, Orlando Fla. and Lockheed Martin Corporation, Troy, Ala.  No funds have been obligated this time.  This work will be complete by May 2012.  Solicitations began February

amount.  The extended period is June 2006 through September 2006.  This action supports F-22A Lot 7.  The location of performance is Lockheed Martin Aeronautics Co., Marietta, Ga. (33%) and Fort Worth, Texas (35%); and The Boeing Co., Information and Space Defense Systems, Aircraft and Missile Systems, Seattle, Wash.             General Atomics-Aeronautical Systems, San Diego, Calif., is being awarded a $25,151,451 cost plus fixed fee term contract.  This option exercise includes all program management, urgent repairs and services, logistics
support, configuration management, technical manual and software maintenance, engineering technical services, contractor engineering technical specialists (formerly field support representatives), contractor inventory control point (formerly depot supply support) and spares management, depot repair, flight operations support, reliability/maintenance enhancements, CAMS/REMIS/CEMS data collection/entry and numbered periodic depot maintenance for the Predator MQ-1 and MQ-9 unmanned aircraft system program.  Total funds have been obligated.             Raytheon Technical Services, Indianapolis, Ind., is being awarded a $9,000,000 indefinite delivery/indefinite quantity contract to provide for data link non-warranty repair/refurbishment and sustaining engineering support
for the AN/AXQ-14 Pods, 1280-01-423-0035 components and test, and a four year ordering period from date of the award.  At this time, $1,271,356 has been obligated.  Solicitation began December 2005 and negotiations were complete April 2006.  The 84th Munitions Sustainment Group, Hill Air Force Base, Utah, is the contracting activity (FA8213-06-D-0001).



            Aero Systems Engineering, Saint Paul, Minn., is being awarded a $5,164,868 cost plus fixed fee contract.  This is a three-year contract to define a heater configuration that will deliver clean air, which is without
containments such as H20 or hydrocarbons, over the operating map of the Arnold Engineering Development Center APTU facility.  At this time, $274,800 has been obligated.  This work will be complete by June 2009. Negotiations were complete June 2006.  The Arnold Engineering & Development Center, Arnold Air Force Base, Tenn., is the contracting activity.  (FA9101-06)



DEFENSE LOGISTICS AGENCY



            US Foodservice Lexington, Lexington, S.C., is being awarded a maximum $37,500,000 firm fixed price contract for prime vendor food and beverage support.  Using services are Army, Navy, Air Force, Marine Corps,
federal civilian agencies, Job Corps, and National Guard.  This is an indefinite quantity type contract exercising option year 2 of four one-year options.  Proposals were web-solicited and 4 responded.  Contract funds will not expire at the end of the current fiscal year.  Date of performance completion is June 19, 2007.  Contracting activity is Defense Supply Center Philadelphia, Philadelphia, Pa. (SPM300-06-D-3057).



NAVY



            General Electric Co., Aircraft Engines Business Group, Lynn, Mass., is being awarded a $20,642,305 modification to a previously awarded firm-fixed-price contract (N00019-01-C-0147) to exercise an option for the
procurement of 23 F414-GE-400 high pressure compressor modules, in support of the F/A-18 engines program.  Work will be performed in Lynn, Mass., and is expected to be completed in January 2007.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.





            Northrop Grumman Ship Systems (NGSS), Pascagoula, Miss., is being awarded a $20,378,352 modification under previously awarded contract (N00024-05-C-2221) to exercise a cost-plus-fixed-fee option for special studies and procurement of additional long lead-time material, in support of LHA 6 ship construction.  The LHA(R) will replace the LHA 1 Class amphibious assault ships and will provide forward presence and power projection as an
integral part of joint, interagency and multinational maritime expeditionary forces.  The LHA(R) Flight 0 Ship will be a variant of the LHD 8 amphibious assault ship currently being built by NGSS and will have enhanced aviation

            K.O.O. Construction, Inc.*, West Sacramento, Calif., is being awarded a $7,601,528 firm-fixed-price contract for the construction of a C-17 training facility at Travis Air Force Base.  The work to be performed provides
for the construction of three high bay warehouses for C-17 aircraft maintenance training, including installation of an aircraft engine trainer, aircraft maintenance systems trainer and other training equipment, and classrooms and office spaces.  The contract contains five options, which if exercised will bring the total cumulative value of this contract to $8,052,531.  Work will be performed in Fairfield, Calif., and is expected to be completed by November 2007.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the NAVFAC e-solicitation website with five proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-06-C-8006).



AIR FORCE



            Boeing Co., Wichita, Kan., is being awarded a $150,000,000 cost-plus-fixed-fee, firm-fixed-price and cost reimbursable contract.  This contract provides for supplies and services to be procured for new weapons
integration established by the Air Force Program Management Directive 2220 98 PE 11113F for B-52 Program Support Management Plan.  With an estimated total contract value of $150,000,000, the Smart Weapons Integration Next Generation contract will cover a 12-year period, with an initial requirement of $1,582,300.  It will consist of a development demonstration contract that will modify the aircraft's weapon delivery software.  Aircraft modifications will be required to integrate each new weapon onto the B-52.  The planned initial requirement will complete the integration of the Miniature Air Launched Decoy (MALD).  Subsequent contract modifications will support Air Force initiatives for spiral development of other weapons in the class, such as Joint Air-to-Surface Standoff Missile-Extended Range and MALD Jammer.  An undefined number of additional contract modifications will support totally new weapons, such as Small Diameter Bomb and Boost Phase Interceptor).  At this time,
$1,582,300 has been obligated.  This work will be complete December 2020. Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity.  (FA8107-06-C-0001)



            Synchrony Inc., Roanoke, Va., is being awarded a $9,900,000 cost-plus-fixed-fee, indefinite delivery/indefinite quantity contract.  The objective of this contract is the late-stage development of "electric" technologies such as switched reluctance electrical machine technology, magnetic bearing technologies, temperature coil technology, and related electronic components.  Such technologies have been shown to offer significant
benefits over mechanical, hydraulic and pneumatic systems.  Expected applications of these technologies include power/thermal management systems for unmanned and manned aircraft, cruise missiles, rocket engines, and
auxiliary power systems for terrestrial, marine, and airborne applications. These technologies are expected to improve system reliability, safety, and efficiency while reducing size, weight, maintenance and environmental burdens. At this time, $1,829,499 has been obligated.  This work will be complete June 2013.  Air Force Research Laboratories, Wright-Patterson Air Force Base, Ohio, is the contracting activity.  (F8650-06-D-2607)



            Boeing Co, McDonnell Douglas Aerospace Division, St Louis, Mo., is being awarded a $8,214,219 cost-plus-fixed-fee and firm-fixed-price contract modification.  This contract document definitizes the Joint Helmet Mounted
Cueing System CPU/IO Obsolescence Redesign Alternate Display Implementation, as placed on delivery order modification F33657-01-D-0026-003505.  This contract action also incorporates an additional 14 each, fight test modules. This acquisition benefits the F-15, F-16, and F-18 Platforms.  At this time, $600,000 has been obligated.  Solicitations began September 2005 and negotiations were complete May 2006.  Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio, is the contracting activity.             Raytheon Co. / Network Centric Division, Marlboro, Mass, is being awarded an estimated $64,960,954 indefinite-delivery/indefinite-quantity contract on a cost-plus-award-fee basis order to provide technical and
engineering support services.  The services provided under this contract are to analyze, design, develop, implement, upgrade, and repair hardware and software for various Navy satellite communication systems previously designed,
produced, and provided by Raytheon. These Raytheon SATCOM systems include: Navy Extremely High Frequency (EHF) Satellite Communication Program systems, including Time Division Multiple Access (TDMA) Interface Processor (TIP); Water Special Communications (WSC)-6 Super High Frequency systems; Global Broadcast System terminals; Submarine High Data Rate  systems; Follow-On Terminal Virginia Class variant system, submarine variant, and peripheral equipment installed aboard various classes of ships, submarines, and fixed shore sites.  Work will be performed in Marlboro, Mass., and is expected to be completed June 2011.  Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-06-D-0004).





            BAE Systems, Advanced Information Technologies, Inc., of Burlington, Mass., is being awarded a $7,780,748 cost-plus-fixed-fee contract for support of the Control-Based, Mobile Ad-Hoc Networking program to include the design, development, and demonstration of a mobile network that improves performance by using more effective and adaptive resource allocation, cross-layer design, and novel protocols for wireless tactical networking. This 18-month contract contains one, one-year option which, if exercised, will bring the potential value of this contract to $13,266,349. Work will be performed in Burlington, Mass., and is expected to be completed December 2007.
This contract was competitively procured by the Defense Advanced Research Projects Agency via a broad agency announcement (No. 05-42).  The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-06-C-2020).



AIR FORCE



            Northrop Grumman Systems Corp., Air Combat Systems, San Diego, Calif., is being awarded a $22,500,000 cost plus award fee contract modification.  The interoperability is a complete development on the GH RQ-4B,
which provides critical operational interoperability capabilities required for the start of the Initial Operational Test and Evaluation (IOT&E) in November 2008.  The following interoperability efforts for this action include fielding

            Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $9,110,032 cost-plus-fixed-fee contract modification.  The government intends to award an undefinitized contract action to Northrop Grumman.  The contractor shall perform the following tasks: 1) provide and deliver eight Guardian Pointer Tracker Assembly (GPTAs) units with a option for an additional eight GPTAs for System Development and Demonstration activities 2) provide one handling fixture and J-PAC for each GPTA delivery as well as sufficient quantities for consumables to support each GPTA delivered 3) provide the repair and return of GPTA systems to support government mission

            Kaman Dayron, Orlando, Fla., is being awarded a $6,725,759 firm-fixed-price contract modification to provide seven foreign military sales countries with the Joint Programmable Fuze (JPF) systems to meet their
anticipated munitions requirements.  The JPF is a state-of-the-art fuze system used with precision weapon systems such as the JDAM, and equipped with variable delay settings that may be programmed manually or from the cockpit
through its in-flight reprogrammability feature.  At this time, total funds have been obligated.  Solicitations began September 2005 and negotiations were complete June 2006.  This work will be complete by November 2007.  Air

Systems (AWS) Transmitter Group production for the Government of Australia (GOA) Air Warfare Destroyer (AWD) Program.  This contract supports the GOA under the Foreign Military Sales program.  Long lead-time items will, at a
future date, be used by contractor to manufacture key components of the AWS for Australia's $6 billion AWD shipbuilding project.  The Aegis system is the world's pre-eminent maritime air warfare system capable of detecting and defeating multiple hostile aircraft and missiles.  Work will be performed in Andover, Mass. (80 percent), and Sudbury, Mass.
