                                      CONTRACTS



                                        NAVY



            Electric Boat Corp., Groton, Conn., is being awarded a $77,000,857

modification to previously awarded contract (N00024-04-C-2100) for consolidated

design agent, planning yard, engineering and technical support for active nuclear

submarines.  Work will be performed in Groton, Conn. (67 percent); Bangor, Wash.

(14 percent); Kings Bay, Ga. (13 percent); Newport, R.I. (5 percent); and Quonset,

R.I. (1 percent), and is expected to be completed by September 2007.  Contract

funds in the amount of $51,262,015 will expire at the end of the current fiscal

year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.



                              DEFENSE LOGISTICS AGENCY



            Genco Infrastructure Solutions Inc., Pittsburgh, Pa., is being awarded

a maximum $40,564,955 firm-fixed price, time and materials hybrid type contract for

material distribution services at the Defense Distribution Center (DDC), San Diego,

Calif., to include receipt, storage, issue, preservation, packaging, packing and

marking, care of supplies in storage, material processing center, and special

functions.  Using service is the Defense Logistics Agency, DDC, Pa.  Proposals were

FedBiz Opps- solicited and 10 responded.  This is an indefinite deliver, indefinite

quantity five-year contract with a two-year base period and three one-year option

periods.  Contract funds will not expire at the end of the current fiscal year.

Performance completion date is Nov. 30, 2010.  The contracting activity is DDC New

Cumberland, Pa. (SP3100-06-D-0001).



            Lion Vallen Ltd., Parternship, Dayton, Ohio, is being awarded a maximum

$16,000,000 firm fixed price contract for ordering, storing and receiving DLA owned

goods for the clothing and textile supply chain, receiving material release orders

and shipping to government customers.  Using services are Army, Navy, Air Force,

Marine Corps, and federal civilian agencies.  Other location of performance is

Suffolk,Va.  This is a one-year service term option exercising its fourth year

option.  There were 50 proposals submitted and seven responded.  Contract funds

will not expire at the end of the current fiscal year.  Performance completion date

is Nov. 20, 2006.  The contracting activity is the Defense Supply Center

Philadelphia, Fort Belvoir, Va. (SP0100-99-C-0333(C).



                                     AIR FORCE



            Northrop Grumman Space and Mission Systems Corp., Redondo Beach,

Calif., is being awarded a $12,266,612 cost plus award fee contract modification.

This is a modification to the National Polar-orbiting Operating Environmental

Satellite Systems (NPOESS), to incorporate into the Acquisition and Operations

Contract a Contract Change Proposal to transfer the Conical Scanning Microwave

Imager Sounder (CMIS) momentum wheel compensation responsibility from Boeing

Satellite System (BSS) to Northrop Grumman Space Technology. The NPOESS Satellite

design includes a large spinning reflector as part of the CMIS sensor, requires

Momentum Wheel Assemblies (MWAs) to compensate for the torque and momentum applied

to the spacecraft. The baseline design had Boeing Satellite supplying the MWAs as

part of the CMIS Sensor.  However, during development of a CMIS radio frequency

interference mitigation change, it was recognized that CMIS faults could result in

spacecraft level faults.  Trade studies revealed that if the spacecraft attitude

control subsystem developed by Northrop Grumman performed momentum compensation for

CMIS, them CMIS related anomalies would have lower impact on the overall mission

performance.  The location of performance is:  Northrop Grumman Space and Missions

Systems Corporation, Redondo Beach, Calif. (51%) and Honeywell International

Incorporated, Defense and Space Electronics Systems, Glendale, Ariz. (25%).

Satellite delivery to support NPOESS C1 Satellite launch estimated for October 2010

and C2 launch estimated in April 2012.  At this time, no funds have been

obligated.  The NPOESS Integrated Program Office, Silver Spring, Md., is the

contracting activity (F04701-02-C-0502/P00054).



            The Titan Corp., San Diego, Calif., is being awarded an $8,059,544 firm

fixed price contract.  This is a Homeland Defense requirement originated by North

America Air Defense to procure, install and sustain 33 Joint Range Extension,

Transparent Multi-Platform Gateway, Equipment Package and the Joint Range Extension

Gate Way.  NORAD has an immediate warfighter need requirement for an air-ground

data link network to improve its intercept mission execution.  This work will be

complete September 2007.  Solicitation began in October 2005 and negotiations were

complete in November 2005.  At this time, $4,029,773 has been obligated.  The

Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the

contracting activity (FA8726-06-C-0001).



             The Boeing Satellite Systems, Los Angeles, Calif., is being awarded a

$7,602,208 firm fixed price contract modification to add Pedigree Reviews of

Wideband Gapfiller Satellites F1, F2 and F3.  The Pedigree Review increases the

probability of satellite flight worthiness through the reduction of uncertainly of

component or subsystem failures that might degrade or eliminate capabilities.  All

critical components will be audited to ensure flight worthiness.  The contractor

will assemble, analyze and present WGS component data on 6,204 items to the

Government Independent Pedigree Review team during an assessment to the Space and

Missile Systems Center Commander with a launch approval recommendation.  This work

will be complete in September 2006.  Total funds have been obligated.  The

Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif.,

is the contracting activity (F04701-00-C-0011/P00112).
