                                        NAVY



            Newport News Shipbuilding and Drydock Co., Newport News, Va., is being

awarded a $558,661,410 cost-type modification to exercise an option under

previously awarded contract (N00024-04-C-2118) for continuation of CVN 21 design

effort; long lead time material procurement and non-nuclear advance construction;

system development, engineering services, and feasibility studies for the future

aircraft carrier program.  Work will be performed at Newport News, Va. (92 percent)

and Groton, Conn. (8 percent), and is expected to be completed by December 2006.

Contract funds will not expire at the end of the current fiscal year.  The Naval

Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.



            The Charles Stark Draper Laboratory (CSDL), Cambridge, Mass., will be

awarded a $130,574,858 cost-plus-incentive-fee, cost-plus-fixed-fee contract to

encompass the following efforts: for providing tactical engineering support (TES)

for the U.S. and U.K. MK-6 Guidance System and Guidance System Test Equipment for

the TRIDENT II (D-5) missile system. CSDL will also provide tactical engineering

support for investigation, evaluation, and development of Strategic Programs

Alteration (SPALT) plans and/or special studies for the MK-6 Guidance System.  The

Guidance Applications Support effort includes development of a computer based

Integrated Engineering Environment (IEE) and development of an open-architecture

Strategic Inertial Guidance Hardware Technology Synthesizer supporting the

evaluation of replacement guidance technologies; engineering studies addressing

specific features of current instruments and alternate technologies for

accelerometer and gyro scope technology; and to monitor radiation-hardened

electronics technology.  CSDL will subcontract to the following companies:

Dynamics Research Corp. (DRC), Andover Mass., to maintain and operate the

centralized engineering database for the MK-6 guidance system and performing

various product improvement tasks related to the MK-6 guidance system test

equipment; General Dynamics Advanced Information Systems (GDAIS), Pittsfield Mass.,

to provide field-engineering support at Strategic Weapons Facility Atlantic and

Strategic Weapons Facility Pacific; Raytheon Company, Electronics Systems Division,

El Segundo, Calif., to provide test equipment maintenance and support, fleet

support, stellar camera development, and electronic factory support; Honeywell

International, Inc., Clearwater, Fla., to provide storage assessment testing on

TRIDENT guidance systems inertial instruments; and Litton Systems, Inc., Woodland

Hills, Calif., to provide for the development of the alternate pendulous

integrating accelerometer.  Work will e performed in Cambridge, Mass., and is

expected to be completed September 2006.  Contract funds in the amount of

$73,739,955 will expire at the end of the current fiscal year.   The contract was

not competitively procured.  The Navy's Strategic Systems Programs, Washington,

D.C., is the contracting activity (N000-30-06-C-0003).



            Raytheon Technical Services Co., Indianapolis, Ind., is being awarded a

$70,244,063 modification to a previously awarded firm-fixed-price,

indefinite-delivery/indefinite-quantity contract (N00421-02-D-3073) to exercise an

option for systems engineering, software engineering, technical, manufacturing,

life cycle, and facilities support for various Naval Air Systems Command program

offices.  Work will be performed in Indianapolis, Ind., and is expected to be

completed in January 2007.  Contract funds will not expire at the end of the

current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent

River, Md., is the contracting activity.



            Delphinus Engineering, Inc., Eddystone, Penn., is being awarded a

$49,900,000 cost-plus-fixed-fee requirements contract for installation of shipboard

physical security equipment aboard Military Sealift Command and U.S. Navy ships.

The Shipboard Security Module (SSM) provides Military Sealift Command mariners with

an integrated physical security system.  The SSM is an event-based security system

that provides the watch stander a suite of security assessment tools.  These tools

provide advanced surveillance capabilities to assess and respond to attempts of

piracy/boarding.  The SSM system components include: computer-based Hull Perimeter

Lighting actuation, digital networked real-time and recorded video, Intrusion

Detection System, and Audible Warning System.  Work will be performed in Norfolk,

Va. (30 percent); Charleston, S.C. (20 percent); Violet, La. (10 percent); San

Diego, Calif. (10 percent); Philadelphia, Pa. (5 percent); Boston, Mass. (5

percent); Mobile, Ala. (5 percent); Portland, Ore. (5 percent); Jacksonville, Fla.

(5 percent); other activities (5 percent); and is expected to be complete by

December 2009.  Contract funds in the amount of $49,900,000, will expire at the end

of the current fiscal year.  The contract was competitively procured and advertised

via the Internet, with 10 offers received.   The Naval Surface Warfare Center,

Crane Division, Crane, Indiana, is the contracting activity. (N00164-06-D-4421)



            Advanced Technology Institute, North Charleston, S.C., is being awarded

a $10,000,000 cost-plus-fixed fee, indefinite-delivery/indefinite-quantity contract

for research and development (R&D) in support of the Next Generation Manufacturing

Technologies program.  Tasking will include basic R&D to address the common

requirements of government agencies and U. S. Industry to accelerate development

and implementation of next generation manufacturing technologies.  The program will

be directed at advancing the state-of-the-art and increasing knowledge and

understanding in the following focus areas:  develop a strategic investment plan

for manufacturing; implement a national strategic investment plan; and transition

manufacturing technology.  Work will be performed in North Charleston, S.C., and is

expected to be completed by November 2007.  Contract funds will not expire at the

end of the current fiscal year.  The contract was not competitively procured.  The

Naval Surface Warfare Center, Crane Division, Crane Ind., is the contracting

activity (N00164-06-D-6655).



                              DEFENSE LOGISTICS AGENCY



            Mansfield Oil Co., Gainsville, Ga., is being awarded a maximum

$5,389,301 fixed price with economic price adjustment contract for diesel fuel low

sulfur #2, gasoline regular unleaded, fuel oil burner #1, and regular unleaded.

Using services are Army and federal civilian agencies.  Other locations of

performance are Ind., and District of Columbia.  This is a five-year contract.

Proposals were Web-solicited and 43 responded.  Contract funds will not expire at

the end of the current fiscal year.  Performance completion date is July 31, 2010.

The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir,

Va. (SP0600-05-D-4057).
