Индия собирается расширить тендер на поставку для национальных ВВС легких многофункциональных истребителей, сообщает Defence India со ссылкой на источники в Министерстве обороны.
В настоящее время индийцы собираются закупить 126 самолетов. В будущем заказ увеличится до 180-190 истребителей, в основном, за счет поставок для ВМС.

В настоящее время в тендере участвуют американские самолеты F-16 и F-18, российские МиГ-35 и МиГ-29 и шведский JAS-39.

Франция, которая недавно сняла с конкурса Mirage-2000, предложила вместо него новый истребитель Rafale. Кроме того, среди участников конкурса появился европейский Eurofighter Typhoon.

Стоимость предполагаемого контракта составляла 10 миллиардов долларов, когда объем заказов оценивался в 126 машин.

По словам представителей индийского военного ведомства, это решение ускорит объявление результатов тендера, так как именно утверждение планов ВМС задерживало подведение итогов конкурса.

В ноябре глава индийских ВВС пообещал, что конкурс закончится в течение месяца, однако до сих пор о его результатах ничего не сообщается.

Pa sudeci po onom sto sam nasao Rusi su dosta otvoreni e,ma njima i povoljni tako da se moze ocekivati veca nabavka od njih. Ali ni oni sami ne mogu tacno da kazu sta ili bolje receno ja to nisam nasao.

What is your vision for the Indian Air Force?

As the nation moves ahead to become a global player, its economic and military might will inevitably grow very substantially in order to attain world standards. As a technologically intensive force, the Indian Air Force is growing steadily with a clearly defined goal, which is to attain strategic reach as an aerospace power, in tune with our national objectives. The military might of the nation can be exercised by Aerospace power, which has become the key element in almost all situations. This perception has evolved out of the enhanced capability of air power which has been demonstrated in recent applications with regards to the necessity of flexible and swift response at long ranges.

Broadly, we subscribe to this theme and consequently have embarked on a programme to ensure technological superiority which is necessary over possible adversaries, so that we remain relevant to national strategic imperatives. The IAF has plans to add force multipliers by inducting AWACS, Multi-Role Combat Aircraft, trainer aircraft, precision weapons and unmanned aerial vehicles to its force. We also have extensive plans to work towards procurement of simulators and are also looking at Simulator Parks. Our plan for upgrade of aircraft similarly is moving ahead firmly.

To be a ‘lean and mean’ force, we need to lay specific emphasis on adding ‘Smart’ weapons which are more potent, accurate and are of long-range. For all future situations, surgical strikes are necessary so as to maximise effect and more importantly, to minimise response time. India now has an ever-broadening strategic vision and development in space remains a major growth area for the IAF. This will link the country’s burgeoning ambitions in this grossly under-utilised realm, with those of its armed forces. We also need to exploit space to emerge as a credible aerospace power. In addition, network-centric warfare will remain our key focus area, facilitating the shift from mere numbers to effect based operations, significantly synergising dispersed entities.

More significantly however, I wish to underline the fact that everyone in IAF today is aware and synergising its effort and moving ahead in the right direction. There is clearly, a surge of excitement in the Service, knowing fully well that the future is indeed very bright.

What are the IAF’s acquisition priorities?

The acquisition priorities in the critical areas of aircraft, weapon systems and other operational related support infrastructure are based on the need to ensure that the operational capability of the IAF continues to grow with technological improvements and is sustained with contemporary emerging technologies.

When will the global Request for Proposal (RFP) for Multi Role Combat Aircraft be given out? Has the requirement of 126 aircraft gone up? The RFP will be issued for which all aircraft?

The RFP for the MMRCA is expected to be issued shortly. The requirement of number of aircraft has not changed. It is proposed to issue the RFP for the Gripen, Mirage-2000, Rafale, F-16, F-18, MiG-35 and Eurofighter.

What is the update on the Light Combat Aircraft?

The LCA programme has reached a level of maturity wherein, the IAF has decided to place an order for 20 LCA in Initial Operational Clearance (IOC) configuration. The IOC configuration would give a reasonable operational capability to the aircraft. The contract for the LCA is likely to be signed in the current financial year. The deliveries of these 20 aircraft are proposed to commence in 2008 and the last aircraft is proposed to be delivered in 2011.

When will the RFP for 80 medium lift helicopters be issued? It is understood that during your visit to the UK in November 2004, you flew the AgustaWestland EH-101 helicopter? Is this helicopter a serious contender along with Eurocopter EC-532 Cougar and the Russian Mi-17V-5?

A final decision on issue of RFP for the 80 MLH is under consideration. The RFP for the same is likely to be issued in the next two to three months. I was given an opportunity to fly the EH-101 Merlin helicopter in the UK. It certainly was an impressive platform and more importantly, it has a very impressive full-mission simulator.

Once the IAF acquires AEW&C assets, how will this impact upon its inventory of surface to air missiles and gun based air defence artillery in terms of numbers and modernisation?

Availability of AWACS/AEW&C assets will go a long way in enhancing a long outstanding need for early warning and control of our aircraft. This would enable a multitude of targets to be addressed at a given time and at longer ranges. This aspect would certainly have a bearing on the ranges of Surface to Air Ground Weapon (SAGW) systems to be procured in future. SAGW systems efficiency would be greatly enhanced due to enhanced early warning which would soon be available.

Are there plans to buy more IL-78MKI-90 refuellers from Uzbekistan? If yes, how many?

There is a proposal to procure six additional Flight Refuelling Aircraft.

Has the IAF got the two Integrated Air Command & Control Systems (IACCs) for trials? In what time frame the IAF hopes to decide on this acquisition?

India has a very strong base for IT solutions. Hence, we have decided to go in for a true indigenous capability for our Integrated Air Command & Control System. Prototype IACCS are under indigenous development and we are very satisfied with its developmental progress. The field trials for the same are scheduled for June-July 2006. Such an in-house capability will strengthen our ability to find new solutions in this fast evolving technological field.

What is the update on the need for medium-powered and low-level transportable radars?

Update on the need of MPR & LLTR is as follows: The IAF is in the process of upgrading its existing Surface to Air Missile systems. We are also evaluating new medium powered radars and low level transportable radars to replace the existing systems, in this area, which needs new and modern radar systems for optimising our network centric operations and command and control system.

There are reports that the IAF will be shifting its cooperation activities with foreign air forces, especially USAF, from Kalaikunda to some base in the Punjab? Is this correct? If yes, which base in the Punjab has been selected for this purpose?

The air base at Kalaikunda has been suitably upgraded for international exercises. We will continue to use Kalaikunda for future international air exercise. During the recent exercises with the US Air Force and Singapore Air Force, we were informed by both the air force teams, that they were highly impressed by the infrastructure, resources and planning for the exercise. Lt Gen. Deptula, Vice Commander of PACAF who witnessed the Indo-US Exercise Cope India 05 has stated unreservedly, “The IAF pilots were a perfect match for US pilots and have performed very well in all facets of the exercise”. He added, “I have never seen a better executed exercise in my 29 years with the USAF. Every single objective of this exercise has been met.” The IAF has plans to build up all its airbases to these high standards, which would match the modern infrastructure available at bases such as Kalaikunda and Gwalior.

Zašto si tako siguran da će biti F18? Mnogo je skupo održavanje tog aviona. Inače moje mišljenje je da ruski Mig35 ipak zaostaje za lovcima kao što su nove verzije F16 i F18, Eurofighter ili Rafal. Jedino ako Indijci žele da uštede mada po tekstu oni  bi dali u proseku 80 miliona po avionu. To je mnogo i mogli bi da kupe bilo koji od ponuđenih.

...pa slušaj ovo francuska tvrtka Dassault Aviation...više od 50 godina dobavlja indiji avione a to so bili Mirage 2000 koji je sada izvan proizvodnje..........ali mogao bi da ga zamjeni Rafale........ Smile

Hmmm...tesko da ce ruske uzeti. Kupili su Su-27 od rusa i nesto su imali problema sa motorima. Rusi nisu hteli da ih remontuju, pa je bilo malo guzve oko svega toga. Zato mislim da je malo verovatno da ce uzeti ruske avione.
