The whirring sounds of helicopter blades will soon churn Amarillo's skies.
Bell Helicopter has completed its first production AH-1Z and AH-IY and is on track to deliver the craft to the military later this year.

"They have both been through final assembly. They've been painted and they are in the production flight test hangar," Site Leader Roger Williams said. "We expect that the Z will be out doing flight tests in early September and hopefully the Y will be out doing flight tests a few weeks later."

The $8 billion H-1 program aims to replace the current fleet of AH-1W and UH-1N aircraft with 180 AH-1Z attack helicopters and 100 UH-1Y utility copters.

Bell is working on seven Y's and six Z's. The first Y is expected to be delivered in October; the first Z is expected to be delivered in December, Williams said.

Separately. four aircraft, two AH-1Zs and two UH-1Ys, are undergoing operational evaluation at California's China Lake Naval Air Station. where fleet pilots are putting the aircraft through the paces. The Z carries 20 mm cannons and can field anti-tank and Hellfire missiles. The Y has various weapons that can be mounted on it, including 50-caliber machine guns and 7.62 mm machine guns.

"It's kind of like the final exam before graduation," said John Milliman, a spokesman for Naval Air Systems Command. "They have been out there for three months, they've got about three more months to go as part of their final evaluation before we make a final determination on whether or not to go to full-rate production."

Milliman said the military's ballpark cost for a Z or a Y is $20 million.

"That's what we're estimating unit recurring flyaway cost," he said.

In October, the Defense Acquisition Board will conduct a formal review of the H-1 program, which has drawn fire from Navy officials for cost overruns and program delays.

In June, Kenneth Krieg, undersecretary of the Navy for acquisition, technology and logistics, issued a decision requiring the Navy to continue the program but ordered a systematic H-1 program review.

Williams said Bell remains focused on working closely with its vendors and other suppliers to ensure it receives parts in a timely fashion.

"I don't know that we're not doing anything that we haven't already been doing, but we are providing weekly reports as to the progress we are making, and those are very positive reports," Williams said.

Last month, Bell Helicopter was awarded a $137.4 million, fixed-price incentive fee contract for seven UH-1Y aircraft, one UH-1Y full flight simulator and four composite maintenance trainers.

The Defense Department reported that 80 percent of the work will be performed in Hurst and 20 percent will be conducted in Amarillo. Transmissions and most components are manufactured in Hurst, but the aircraft will be assembled in Amarillo.

Last month, Bell officials in Amarillo also unveiled a $12 million paint and water test facility in Amarillo that is already painting V-22 Ospreys, helicopters and eventually and will be used to paint the next-generation presidential helicopter.
