            Avraham Y. Goldratt Institute*, A Limited Partnership, New Haven,

Conn., is being awarded an estimated $96,629,092 firm-fixed-price,

indefinite-delivery/indefinite-quantity contract to provide Theory of Constraints,

Lean, and Six Sigma training, implementation, and sustainment support for the Naval

Aviation Enterprise.  Work will be performed at various military facilities located

in San Diego, Calif. (15 percent); Norfolk, Va. (14 percent); New River, N.C. (7

percent); Cherry Point, N.C. (6 percent); Lemoore, Calif. (5 percent); Miramar,

Calif. (5 percent); Jacksonville, Fla. (4 percent); Kaneohe, Hawaii (3 percent);

Oceana, Va. (3 percent); Whidbey Island, Wash. (3 percent); Atsugi, Japan (2

percent); Beaufort, S.C. (2 percent); Corpus Christi, Texas (2 percent); Fallon,

Nev. (2 percent); Ft. Worth, Texas (2 percent); Marietta, Ga. (2 percent); Mayport,

Fla. (2 percent); Misawa, Japan (2 percent); New Orleans, La. (2 percent); Newburg,

N.Y. (2 percent); Okinawa, Japan (2 percent); Pt. Mugu, Calif. (2 percent);

Washington, D.C. (2 percent); Yuma, Ariz. (2 percent); Bremerton, Wash. (1

percent); Everett, Wash. (1 percent); Camp Pendleton, Calif. (1 percent); Iwakuni,

Japan (1 percent); Sasebo, Japan (1 percent); Willow Grove, Pa. (1 percent); and

Yokosuka, Japan (1 percent), and is expected to be completed in November 2010.

Contract funds will not expire at the end of the current fiscal year.  This

contract was competitively procured under an electronic request for proposals as a

100 percent small business set aside; three offers were received.  The Naval Air

Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity

(N00421-06-D-0003).



            VT Halter Marine Inc, Pascagoula, Miss., is being awarded a $28,856,051

firm-fixed-price contract for functional design of the Egyptian Navy's Fast Missile

Craft (FMC) under the Foreign Military Sales Program.  Efforts required include

analytical, design, engineering, and model testing services required for

development of craft performance predictions, arrangement drawings, auxiliary

system calculations, C4ISR integration, and a combat system effectiveness study to

validate FMC system specification requirements.  Work will be performed at

Pascagoula, Miss. (50 percent), Manassas, Va. (45 percent) and Moorestown, N.J. (5

percent), and is expected to be completed by December 2006.  Contract funds will

not expire at the end of the current fiscal year.  The contract was not

competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the

contracting activity (N00024-06-C-2212).



            Wyle Laboratories Inc., Huntsville, Ala., is being awarded a

$25,495,690 modification to a previously awarded

indefinite-delivery/indefinite-quantity contract (N00421-03-D-0015) to exercise an

option for planning, programming, and financial support to accomplish all aspects

of E-2C/C-2 Program life cycle management.  This modification combines purchases

for the United States Navy, and the Governments of France, Taiwan, Egypt, Japan,

and Singapore under the Foreign Military Sales Program.  Additional FMS purchases

may include the Governments of the United Arab Emirates, India, Pakistan, Malaysia,

Thailand and Oman.  Work will be performed in Patuxent River, Md., and is expected

to be completed in December 2006.  Contract funds will not expire at the end of the

current fiscal year.  The Naval Air Systems Command Aircraft Division, Patuxent

River, Md., is the contracting activity.



            BearingPoint, LLC, Lexington Park, Md., is being awarded a $24,741,563

modification to a previously awarded indefinite-delivery/indefinite-quantity

contract (N00421-03-D-0014) to exercise an option for planning, programming, and

financial support to accomplish all aspects of E-2C/C-2 Program life cycle

management.  This modification combines purchases for the Navy, and the Governments

of France, Taiwan, Egypt, Japan, and Singapore under the Foreign Military Sales

Program.  Additional FMS purchases may include the Governments of the United Arab

Emirates, India, Pakistan, Malaysia, Thailand and Oman.  Work will be performed in

Patuxent River, Md., and is expected to be completed in December 2006.  Contract

funds will not expire at the end of the current fiscal year.  The Naval Air Systems

            Data Link Solutions, Cedar Rapids, Iowa, is being awarded a $22,704,022

firm-fixed-price delivery order under previously awarded contract (

N00039-00-D-2100) for Multifunctional Information Distribution System-Low Volume

Terminals (MIDS-LVTs).  The MIDS-LVT provides secure, high capacity, jam resistant,

digital data and voice communications capability for Navy, Air Force and Army

platforms.  This delivery order is for the Government of Canada (100 percent) under

the Foreign Military Sales Program.  Work will be performed in Wayne, N.J. (50

percent) and Cedar Rapids, Iowa (50 percent), and is expected to be completed by

May 2007.  This delivery order will be awarded on a sole source basis in accordance

with 10 U.S.C. 2304(c)(4).  The Space and Naval Warfare Systems Command in San

Diego, Calif., is the contracting activity.



            SoBran Inc.*, Dayton, Ohio, is being awarded a $10,669,128

indefinite-delivery/indefinite-quantity contract to provide production services for

the Naval Air Depot, Jacksonville in support of Operation Enduring Freedom and

Operation Iraqi Freedom, as well as regularly scheduled maintenance activities.

Services to be provided consist of production support for AIR-6.3, including

transporting components, managing warehouse operations, operating cross-service

receipts, processing TF-34/F-404 inductions, processing depot-level repairable

inductions, maintaining toolboxes/buildup and performing inventories, performing

production control services, external support to the ISR Program, operating and

maintaining mega centers, environmental support, and equipment management.  Work

will be performed at the Naval Air Depot, Jacksonville, Fla., and is expected to be

completed in September 2006.  Contract funds will not expire at the end of the

current fiscal year.  This contract was competitively procured as a small business

set-aside; 15 firms were solicited and three offers were received.  The Naval Air

Warfare Center Weapons Division, Point Mugu, Calif., is the contracting activity

(N68936-05-D-0042).



            Northrop Grumman Systems Corp., Air Combat Systems, San Diego, Calif.,

is being awarded a $10,513,230 ceiling-priced modification to a previously awarded

cost-plus-fixed-fee contract (N00019-05-C-0057) to exercise an option for

operations and maintenance support for the Global Hawk Maritime Demonstration

(GHMD), including operation and sustainment, logistics support and sustaining

engineering throughout the demonstration.  Work will be performed in San Diego,

Calif. (79 percent) and Patuxent River, Md. (21 percent), and is expected to be

completed in November 2006.  Contract funds in the amount of $1,300,000 will expire

at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent

River, Md., is the contracting activity.



            Science Applications International Corp., San Diego, Calif., is being

awarded a $9,208,444 modification to a previously awarded cost-plus-fixed-fee

contract (N00421-05-C-0026) to exercise an option for technical, engineering, and

programmatic services in support of the Tomahawk-All-Up-Round Missile Program for

the Navy ($8,742,860; 95 percent) and the United Kingdom ($465,584; 5 percent).

Work will be performed in Patuxent River, Md. (85 percent); Lexington Park, Md.,

(10 percent); and other locations within the United States (5 percent), and is

expected to be completed in November 2006.  Contract funds will not expire at the

end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division,

Patuxent River, Md., is the contracting activity.



            Rolls Royce Corp., Indianapolis, Ind., is being awarded a $9,062,613

modification to a previously awarded indefinite-delivery/indefinite-quantity

contract (N00019-03-D-0002) to exercise an option for logistics support, technical

engineering support services, and spare engines and associated parts for the Marine

Corps KC-130J AE2100D3 turboprop engine and R391 propeller.  Work will be performed

at the Marine Corps Air Station, Cherry Point, N.C., and is expected to be

completed in November 2006.  Contract funds will not expire at the end of the

current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the

contracting activity.



            Sikorsky Aircraft Corp., Stratford, Conn., is being awarded an

$8,241,615 modification to a previously awarded firm-fixed-price contract

(N00019-03-C-0006) to extend the period of performance of the Special Progressive

Aircraft Rework in support of the VH-3D/VH-60N Presidential Helicopter.  Work will

be performed in Stratford, Conn., and is expected to be completed in January 2006.

Contract funds in the amount of $8,241,615 will expire at the end of the current

fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting

activity.



            Kollsman Inc., Merrimack, N.H., is being awarded an initial $8,066,500

delivery order on a concurrently awarded firm-fixed-priced,

indefinite-delivery/indefinite-quantity contract for 226 high-performance Thermal

Binocular System Long Range Thermal Imagers (LRTI).  The LRTI is a portable

binocular, hand-held, battery-operated thermal imager for long-range observation

and reconnaissance.  This contract contains options for individual delivery orders,

which if exercised, will bring the total cumulative value of the contract to

$660,000,000.  The government may purchase up to a maximum of 5,000 LRTIs as well

as spare parts, contractor maintenance, and training items on this contract over

the 5-year period the contract is in effect.  Work will be performed in Merrimack

N.H. (75 percent) and Israel (25 percent), and is expected to be completed November

2010.   Contract funds will not expire at the end of the current fiscal year.

This award was solicited using full and open competition.  The Marine Corps Systems

Command, Quantico, Va., is the contracting activity (M67854-05-D-1075).





                                     AIR FORCE



            Air Transport International, Little Rock, Ark., is being awarded a

$75,912,178 fixed price contract to provide for Charter Combination passenger and

Cargo International Airlift Service.  The Air Force can issue delivery orders

totaling up the maximum amount indicated above, although actual requirements may be

less than the amount above.  This work will be complete in September 2006.  At this

time, no funds have been obligated.  Solicitations began in September 2005 with one

proposal received.  Negotiations were complete in November 2005. The Headquarters

Air Mobility Command, Scott Air Force Base, Ill., is the contracting activity

            Lockheed Martin Corp., Fort Worth, Texas, is being awarded a

$29,419,876 cost-plus fixed fee contract to provide for support of the F-16

Development, Test and Evaluation at Edwards and Eglin Air Force Bases.  This

support is currently being provided by a Falcon 2020 Delivery Order SC26, entitled

"F-16 Baseline Flight Test Support at Edwards and Eglin Air Force Bases."  At this

time, $6,192,660 has been obligated.  This work will be complete by November 2007.

Negotiations were complete November 2005.  The Headquarters Aeronautical Systems

Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

            Brush Wellman, Cleveland, Ohio, is being awarded a $9,104,921

technology investment agreement with cost share contract to reestablish and

maintain a domestic production capacity for primary (high purity) beryllium metal.

At this time, $2,707,500 has been obligated.  This work will be complete by

November 2007.  Solicitation began in June 2005 and negotiations were complete

November 2005.  The Air Force Research Laboratory, Wright-Patterson Air Force Base,

Ohio is the contracting activity (FA8650-05-2-5310).
